Yowell Elementary Parental Involvement

This policy has been established to assist Yowell Elementary School promote a strong partnership between home and school which will benefit the student by emphasizing the importance of education.

DESCRIPTION OF HOW YOWELL ELEMENTARY WILL IMPLEMENT PARENTAL INVOLVEMENT POLICY COMPONENTS

1. Yowell Elementary School will take the following actions to involve parents in the joint development of its parental involvement plan:

    • Yowell Elementary will hold an annual meeting to inform parents about the School wide Reading Resource Program.
    • At the annual meetings, parents will be invited to join the Parent Advisory Council (PAC) which will meet quarterly.
    • Parents will be encouraged to share input regarding the Parent Involvement Policy.
    • The Virginia Standards of Learning website will be made available to all parents at the annual meeting and on the Culpeper Schools division website.

2. Yowell Elementary School will take the following actions to involve parents in the process of school review and development of yearly plans that will best meet all students’ academic needs.

    • The Parent Advisory Council (PAC) meetings will be open to all parents, teachers and administrators.
    • The PAC will provide ongoing communication and monitoring concerning the progress of the goals and objectives outlined in School Improvement Plan.

3. Yowell Elementary School will provide the following necessary coordination, technical assistance, and other support to assist parents and staff in planning and implementing effective parental involvement activities to improve student academic achievement and school performance:

    • Reading Resource teachers will offer at least four (4), Teachers Involving Parents (TIP) meetings each school year.
    • TIP meetings will be offered at various times/venues to accommodate parents’ work schedules.
    • Parents will be encouraged to use the Culpeper County Parent Resource Center, located in Eastern View High School, which is available to all parents.
    • The Parent Resource Center will have a variety of materials available for parents to check out (books, videos, audio tapes, journals, educational games, etc.)

4. Yowell Elementary School will coordinate and integrate parental involvement strategies with other programs (Virginia Preschool Initiative and Title III) by:

    • Yowell Elementary School will operate a preschool program for at risk four-year old children.
    • Title III works closely with the preschool program and provides translation services when necessary.
    • Title III personnel provide support and will interpret at parent meetings, conferences and workshops. Translations of parent forms are available to non-English parents.
    • The preschool teacher will work collaboratively with other preschool teachers in the Culpeper County Schools.
    • The preschool teacher will plan parental involvement activities at flexible times for parents.
    • The Title 1 Coordinator and the Parent Liaison will attend monthly Early Childhood Work Group meetings to coordinate county-wide parental involvement preschool activities. Members of the Early Childhood Work Group; Culpeper Human Services, Healthy Culpeper, Private Preschools and Culpeper County Schools, are committed to working as community partners to provide a quality early childhood experience for the children and families in preschool.
    • Title III personnel provide support and will attend at parent meetings, conferences and workshops. Translations of parent forms are available to non-English parents.

5. Yowell Elementary School will take the following actions, with the involvement of parents, to conduct an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Reading Resource program. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background).

    • Yowell Elementary will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement, and to revise, if necessary (and with the involvement of parents) its parental involvement policies.
    • Yowell Elementary will send home Parents Surveys in the spring in order to determine the level of parent participation in the workshops and meetings, to identify barriers that may have prevented participation, and to gather suggestions for improving the program.
    • All Parent Surveys will be printed in English and Spanish.
    • The principal will use the Parent Survey as baseline data for the upcoming year and establish a parental involvement participation goal for the next school year.
    • The Parent Advisory Council will work collaboratively with the Parent Teacher Committee (PTC) to provide ongoing academic information to parents.
    • Yowell Elementary will continue to publicize parent meetings on the Culpeper County Schools and Yowell Elementary websites and through Monday Messages.

6. Yowell Elementary School will build the school’s and parents’ capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the Yowell Elementary parents, and the community to improve student academic achievement, through the following activities specifically described below:

A. Yowell Elementary, with the assistance of the district, provide assistance to parents of children served by Yowell Elementary School, as appropriate, in understanding topics such as the following, by undertaking the actions described in this paragraph --

    • the State’s academic content standards
    • the State’s student academic achievement standards
    • the State and local academic assessments including alternate assessments
    • how to monitor their child’s progress
    • how to work with educators
      • The Virginia Standards of Learning will be made available to all parents on the Culpeper Schools division website.
      • Teachers will provide a variety of information for parents, such as: daily schedules of class instruction, home work, school events, parent meetings/workshops and contact information. School and district websites, monthly teacher/school calendars, teacher phone calls and automated phone system are some of these methods for communication.
      • The Yowell Elementary Parent Involvement policy, as well as, the district parental involvement policy will be available at the Central Office, on the Yowell Elementary website, and on the division website.
      • Information regarding curriculum will be readily available to parents. The delivery of the curriculum will be small group instruction and may be pull-out or push-in models. The curriculum/instruction that the Reading Resource teachers provide supplements and enhances the Language Arts delivered in the classroom by the homeroom/reading teacher.
      • Information regarding how to access division curriculum and state standards will be available on the Culpeper Schools website.
      • Reading Resource/Title I and Title III Family Workshops will be offered periodically to assist parents. Topics may include: Helping My Child Become a Better Reader, Being Prepared for Parent-Teacher and Student-Led Conferences, Helping My Child with Homework, and Writing at Home.
      • The Parent Resource Center staff and Culpeper County Library staff will be available to assist parents who do not have access to computers.

B. Yowell Elementary staff will provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by:

    • Teachers Involving Parents (TIP) activities will be developed and presented by reading specialists at least four times per year at various times to accommodate parents' work schedules.
    • Reading Resource & Title III will collaborate to offer Family Workshops in English and Spanish on a regular basis at various times and locations to accommodate parents' work schedules.
    • Flyers, in English and Spanish, will be sent home inviting parents to the Family Workshops. The Reading Resource, Title 1 and Title
    • Parent Liaisons will make phone calls to parents to remind them of upcoming workshop.
    • Helping Children Learn, a parent involvement newsletter is available online on the division website, www.culpeperschools.org

C. Yowell Elementary, with the assistance of its parents, will educate its teachers, pupil services personnel and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and the school, by:

    • Reading Resource and Title III teachers will receive information or in-services that focus on parental involvement.
    • Yowell Elementary will continue to encourage, “Family Friendly Schools” with administrators and other personnel.
    • Parent involvement will be a component of the school’s new teacher orientation program.

D. Yowell Elementary will take the following actions to ensure that information related to the school and parent programs, meetings, and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand:

    • A variety of information for parents is offered in English and Spanish on the district website.
    • The school’s parental involvement policy will be available on Yowell Elementary’s website, at Central Office, and on the division website. Title III personnel will be available to assist non-English parents in understanding the policy.
    • Information regarding division curriculum, pacing guides, writing samples and access to the Virginia Standards of Learning will be available on the division website: www.culpeperschools.org
